By India Today Web Desk: When the Indian Railway Catering and Tourism Corporation (IRCTC) was launched in 2002, only 29 online tickets were booked on the first day. Today, more than 13 lakh online tickets are booked through the IRCTC portal – www.irctc.co.in – the national carrier’s e-ticketing outlet.
With the increasing volume of online ticket bookings, however, malpractices in the system have also increased. Indian Railways has issued new guidelines to address various issues aimed at providing better service to passengers. About 2 crore people travel on Indian Railways every day.
A traveler is allowed to book tickets up to 120 days in advance through the IRCTC portal. The date of departure (for origin station of the train) will not count towards the 120 day limit. Minister of State for Railways Rajen Gohen made this announcement in a written reply to the Lok Sabha recently.
These steps are being taken to strengthen the online ticket reservation system and Tatkal scheme of Indian Railways, the minister said. Railways has recently changed some rules for tatkal ticket booking system to avoid misuse of facilities.

- Six tickets per month can be booked from one user ID. If the user is Aadhaar verified, he can book 12 tickets per month. A person can book only two tickets during opening hours from 8 am to 10 am.
- Single page or express book service is not available between 8 AM and 12 PM. A user can have only one log-in session at a time. Captcha is available on login, passenger details and payment web pages.
- The amended rules include an additional layer of security. Now, a user has to answer a security question after filling his personal information – username, email, mobile number, check box etc.
- Agents are allowed to book tickets between 8 am to 8.30 am, 10 am and 10.30 am and, 11 am and 11.30 am. Authorized travel agents cannot book Takkal tickets within the first 30 minutes after opening of online reservation.
- Online ticket booking has been made time sensitive. The ideal time to fill passenger details is 25 seconds. Minimum input time for capture on passenger details page and payment page is 5 seconds.
- Ten seconds are given to make the payment. One-time password (OTP) system has been made mandatory for all banks and users for making payments through net banking.
- Tatkal tickets can be booked one day before travel. Online berth reservation starts at 10 am for air-conditioned (AC) coaches and 11 am for sleeper coaches.
- Full refund of train fare and immediate charges can be claimed only if the train fails to leave within three hours of its scheduled departure time.
- A passenger can claim a full refund if the train route is diverted and he does not wish to travel on that route.
- A passenger can claim a full refund if the ticket is shifted to a lower class than the one booked if he does not wish to travel in the changed class. However, if a passenger wishes to travel in a lower class, he/she will be refunded the difference.
