Punjab Governor Banwarilal Purohit on Thursday flagged the “possibility” of affiliating neighboring Haryana’s colleges with Chandigarh-based Punjab University, sparking a sharp reaction from Chief Minister Bhagwant Mann.
In a statement issued by the Haryana government, Banwarilal Purohit, who is also the administrator of the union territory of Chandigarh, said it (affiliation) is possible with the mutual consent of the chief ministers of both the states. Bhagwant Mann responded that his government is committed to avoid any change in the nature and character of Punjab University (PU), saying that the university is the heritage of the state.
According to a Punjab government statement, he also said that his government is committed to protecting the rights of the state and its people. Punjab’s Chief Minister and Governor have also clashed in the past.
According to a Haryana government statement, earlier, Purohit chaired a meeting here in a cordial atmosphere with Haryana Chief Minister Manohar Lal Khattar and Mann on various issues related to PU. “Positive steps have been taken towards restoration of Haryana’s share in Panjab University, Chandigarh and affiliation of Haryana state colleges to the varsity,” the statement said. Notably, Haryana PU is seeking to reclaim part of the state in Chandigarh
During the meeting, Purohit said that the governments should work to make education accessible in rural areas and requested both the chief ministers that matters related to PU should be taken forward with mutual consent. “The issue of affiliation of colleges in Haryana with Punjab University is not a big issue; It can be done. This collaboration of Haryana and Punjab will definitely be a good start,” he said, according to the statement.
Meanwhile, according to the statement, Punjab Chief Minister Mann “sought some time to finalize these matters after which a meeting is scheduled on June 5.” Later, Mann said that PU, a premier educational institution, has an emotional place in its heart. He said that PU is synonymous with the name of the state, claiming that the university caters only to the state of Punjab and its capital, Chandigarh. Punjab’s chief minister and governor were at loggerheads last year when the latter raised issues of the “illegal” appointment of the vice-chancellor of the Punjab Agricultural University and the promotion of an IPS officer sacked for alleged misconduct, among others.
Last year, the Haryana Assembly unanimously passed a resolution recommending the government to restore the state’s share to Punjab University. Haryana Education Minister Kanwar Pal then said that as a result of the passage of the Kurukshetra University Act, the Center had issued a notification on November 1, 1973 canceling the state’s share in the PU. At that time, the number of colleges affiliated to PU in Haryana was 63 across 18 districts.
In the meeting, Khattar said that under the Punjab Reorganization Act, 1966, part of Haryana was given to Punjab University and Haryana’s colleges and regional centers were affiliated to Punjab University. However, it was repealed by issuing a notification in 1973. In today’s era, state colleges are also getting affiliated with international universities. The objective of the National Education Policy is to support all educational institutions in the progress of the country and to strengthen the inter-relationship of all states. Hence, Haryana’s colleges should be affiliated to Punjab University, Chandigarh, Haryana Chief Minister said.
Khattar said colleges in Haryana should also have affiliation with PU. The Haryana government, along with the Centre, will take Punjab University forward, so that the university prospers and fulfills its needs, he asserted.
Referring to the university’s history, its constitution, its ethnic, socio-cultural and historical roots as well as its faculty and students primarily from the state of Punjab, Mann said the current legal and administrative situation in Punjab is important. The university must be protected.
He reminded that during the reorganization of the state of Punjab in 1966, PU was declared an ‘Inter-State Body Corporate’ under Section 72(1) of the Punjab Reorganization Act 1966 enacted by Parliament. The Chief Minister said that since its inception, PU has been working continuously and uninterruptedly in the state of Punjab.
Mann recalls that it was shifted from Lahore, the then capital of Punjab, to Hoshiarpur and then to Chandigarh, the present capital of Punjab. He said that currently 175 colleges in Punjab located in Fazilka, Ferozepur, Hoshiarpur, Ludhiana, Moga, Sri Muktsar Sahib and SBS Nagar districts are affiliated to PU.
Haryana Chief Secretary Sanjeev Kaushal, Punjab Chief Secretary Vijay Kumar Janjua, PU Vice-Chancellor Professor Renu Vig along with senior officials of Haryana, Punjab and Chandigarh UT were also present in Thursday’s meeting.
