In replacing Klein with the Giants, Biden is turning to a consultant with more business experience than a political background as he enters the third year of his presidency.
The decision to pick the Giants surprised some internally given the differences in management styles between Biden and the Giants early in the administration. But Biden was impressed with his job as the coronavirus response coordinator when the Giants inherited what officials described as a “largely ineffective” effort by the Trump administration.
Another factor in the search was how this stretch of Biden’s presidency would focus on implementing laws enacted in his first two years, and Giants is seen internally as a “key implementer,” a source said. His operational skills were on display as he managed the coronavirus response and helped with the tumultuous launch of HealthCare.gov in 2013 during the Obama administration.
The Giants now have close ties to Biden and his senior advisers and several cabinet members.
Although Giants is not seen as a political operator, his deep experience between two administrations and his reputation for technocratic skills will likely serve as assets at a time when both are seen as critical of what Biden will face in the year ahead. Still, he will be tasked with replacing an official who has been a central force within the administration — and someone with decades of ties to Biden.

With Democratic administrations — and Biden — a longtime Washington hand that spans decades, Klein is leaving at a moment that West Wing officials have seen as a high point over the past few months.
Biden entered the 2023 midterm elections defying widespread expectations of an increased Senate majority for his Democratic Party and a sweeping GOP victory in the House.
The clear and far-reaching foundations of Biden’s legislative agenda have largely been signed into law, the result of a series of major bipartisan victories linked to the successful navigation of interparty conflicts to secure important Democratic priorities.
Biden has made it clear to advisers that successful enforcement of those laws — which are now starting to kick into high gear across the administration — is one of his top priorities for the year ahead.
But the Giants will inherit a West Wing that now faces a new House Republican majority that is bracing for a partisan battle — and a widening investigation into the administration and Biden’s family.
